This requirement will help enhance the recovery and protection of endangered whales in the southeast with an emphasis on reducing risk of vessel strikes and other human impacts to these whales. This includes development and implementation of effective strategies to engage and communicate with vessel-related stakeholders in the Southeast, as well as provision of technical support for regulatory and non-regulatory efforts that involve vessel risk to whales. The primary goal of this work is to implement a stakeholder engagement and outreach effort that informs diverse mariner audiences (recreational, yachting, commercial, etc.) about the critical status of endangered whales, ways to prevent or mitigate vessel strike risk to whales, and NMFS' efforts to implement vessel strike reduction and related plans for right whales and other endangered whales in the southeast. These efforts will engage mariners and other audiences through both established and innovative ways to promote a "whale aware” mariner environment and the adoption of prudent practices to reduce the likelihood of vessel strike events and to maximize compliance with regulatory requirements to protect endangered whales.

Community Engagement Coordinator Tasks and Deliverables

Develop Engagement/Outreach Plan

  • Develop an engagement/outreach plan to support whale recovery with an emphasis on reducing impacts of vessel strikes on endangered whales (e.g., North Atlantic right whales) in the Southeast including the following elements at a minimum:

  • Which stakeholders to communicate and collaborate with including target audiences and geographic areas

  • Information to be distributed

  • Task and milestone schedule

  • Reason for distribution/solicitation

  • Method of implementation/distribution/evaluation (outreach events (including which ones), website content, newsletter, emails etc.)

  • Core messaging regarding vessel strike reduction

  • Appropriate tools, metrics, and methods for tracking and monitoring success of engagement/outreach methods for evaluating success including metrics

  • Deliver the engagement/outreach plan to the NOAA PL within two (2) months of contract award and implement ongoing revisions as new information becomes available

Engagement and Outreach Measures of Effectiveness (MOEs)

">Report metrics measuring effectiveness of the engagement/outreach efforts on a recurring, monthly basis to the NMFS PL

  • Develop and deliver a final summary deliverable reporting measures of effectiveness due 12 months after award to the NMFS PL

  • Develop the format for reporting identified MOEs that may include but not limited to:

    • Number of products

    • Number of hits on a website

    • Number of stakeholders attending event

    Implement Stakeholder Engagement and Outreach Plan

    • Implement the stakeholder engagement and outreach plan based on input from NOAA, partners, and other stakeholders

    Engagement and Outreach Events to support recovery of endangered whales with an emphasis on vessel strikes

    • As part of implementation, the contractor shall:

    • Develop and conduct presentations virtually and in person, proactively seeking opportunities for presenting

    • Develop, produce, and distribute products/materials electronically or in other media

    • Actively participate in trade shows, meetings, workshops, conferences, dock/site visits, or any other event that reaches target audiences

    • Develop key messaging for target audiences

    Develop and Facilitate Partnerships

    • Develop and facilitate partnerships to leverage engagement and outreach opportunities

    • Develop and foster partnerships to leverage broader outreach opportunities (e.g., State of Florida, NGOs) by providing messaging

    • Convene meetings as needed with partners for collaboration, messaging, methods, and metrics

    Job Requirements:

    • Excellent communication, organizational skills, and initiative

    • Ability to work independently and in a team

    • Experience with how to develop, implement, and evaluate effective stakeholder engagement/outreach programs and/or products through program planning and evaluation

    • Familiarity with how to identify target audiences, conservation marketing, and achieving desired outcomes through outreach

    • Familiarity with vessel communities in the Southeast

    • Familiarity with large endangered whales and laws governing them such as the Endangered Species Act and the Marine Mammal Protection Act

    • 2049011499">Experience developing, publishing, and presenting informational materials as evidenced by samples of previous work

    • Excellent writing and public speaking skills

    • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint

    • Familiarity with desktop publishing and website development software

    • Willingness to travel at least once per month where the duration of travel may range from one (1) to five (5) days)

    Preferred:

    • Experience with strategic communications and conservation outreach of four (4) to seven (7) years desired

    Other Job Details:

    • 8:30-5pm EST M-F (except federal holidays)

    • Remote position with travel

    • The most significant target communities for outreach work to be performed by the contractor are coastal communities within the North Atlantic right whale seasonal management areas, which, in the Southeast Region, span coastal areas from Morehead City, North Carolina, to St. Augustine, Florida. The Contractor shall be sited to provide effective outreach coverage to these coastal communities. The Contractor shall be responsible for selection and provision of any office space.
