This requirement will help enhance the recovery and protection of endangered whales in the southeast with an emphasis on reducing risk of vessel strikes and other human impacts to these whales. This includes development and implementation of effective strategies to engage and communicate with vessel-related stakeholders in the Southeast, as well as provision of technical support for regulatory and non-regulatory efforts that involve vessel risk to whales. The primary goal of this work is to implement a stakeholder engagement and outreach effort that informs diverse mariner audiences (recreational, yachting, commercial, etc.) about the critical status of endangered whales, ways to prevent or mitigate vessel strike risk to whales, and NMFS' efforts to implement vessel strike reduction and related plans for right whales and other endangered whales in the southeast. These efforts will engage mariners and other audiences through both established and innovative ways to promote a "whale aware” mariner environment and the adoption of prudent practices to reduce the likelihood of vessel strike events and to maximize compliance with regulatory requirements to protect endangered whales.

Develop Engagement/Outreach Plan
Develop an engagement/outreach plan to support whale recovery with an emphasis on reducing impacts of vessel strikes on endangered whales (e.g., North Atlantic right whales) in the Southeast including the following elements at a minimum:
Which stakeholders to communicate and collaborate with including target audiences and geographic areas
Information to be distributed
Task and milestone schedule
Reason for distribution/solicitation
Method of implementation/distribution/evaluation (outreach events (including which ones), website content, newsletter, emails etc.)
Core messaging regarding vessel strike reduction
Appropriate tools, metrics, and methods for tracking and monitoring success of engagement/outreach methods for evaluating success including metrics
Deliver the engagement/outreach plan to the NOAA PL within two (2) months of contract award and implement ongoing revisions as new information becomes available
Engagement and Outreach Measures of Effectiveness (MOEs)

Job Requirements:

Experience with how to develop, implement, and evaluate effective stakeholder engagement/outreach programs and/or products through program planning and evaluation

Familiarity with vessel communities in the Southeast
Familiarity with large endangered whales and laws governing them such as the Endangered Species Act and the Marine Mammal Protection Act
